The poster title refers to speeches given during the 'Enlarged 12th Plenary Session of the Eighth Central Committee of the Communist Party of China', attended by both Mao Zedong and Lin Biao in October 1968, as the Cultural Revolution was climbing to maximum intensity:

"The entire Party, the entire army, and the revolutionary committees at all levels must continue to hold high the great red flag of Mao Zedong Thought, unite closely around the proletarian headquarters headed by Chairman Mao and Vice-Chairman Lin, closely follow Chairman Mao's great strategic plan, and earnestly implement Mao Zedong Thought. Each of the latest instructions of the Chairman, to further carry out mass movements to study Chairman Mao's writings, to run Mao Zedong Thought study classes well, to use Mao Zedong Thought to unify our understanding, unify our pace, and unify our actions, and to criticize the reactionary bourgeoisie's ‘polycentric theory’, must be implemented so that we can continue to achieve new victories in all aspects of work."

The two banners held by the figures in centre reference the importance of heeding the messages of the 'July 3 and July 24 proclamations'. As factional violence between rival revolutionary committees grew beyond control in Shaanxi Province, the Central Committee of the Communist Party made a stronger declaration on July 24, 1968, reiterating the proclamation made previously on July 3: do not disobey; stop the violence; disband your groups; dismantle fortifications and return stolen property.
