Referencing the joint defence agreement between the United Arab Republic and Republic of Iraq. From the People's Daily, 20 July 1958:

The government of the United Arab Republic and the government of the Republic of Iraq signed a joint defense agreement in Damascus on the 19th . . . The agreement stipulates that the two countries "act like one country to resist aggression against either of them or any of them." The agreement was signed by President Nasser of the United Arab Republic and Deputy Prime Minister Arif of the Republic of Iraq.
