Refers to the 'May 7 Directive', which originated in a letter from Mao to Lin Biao in 1966. In it he proposed turning the whole country into a 'great school of Mao Zedong Thought', where all personnel in all fields would be required to study politics, milititary affairs and culture, engage in criticism of the bourgeoisie, as well as perform extra sideline work in addition to their normal professions. The first 'May 7 Cadre School' was set up in Liuhe, Heilongjiang on 7 May 1968.
