The National Congress of the CCP is a party congress held every five years in the Great Hall of the People in Beijing. Its 11th convocation was held between 12 August and 18 August 1977. Hua Guofeng had come to power following the death of Mao Zedong in 1976 and many posters appeared either depicting Hua in a similar fashion to Mao, or as in this poster with both figures appearing prominently. The intention was to lend credibility to the rule of new helmsman who, despite his initiating moderate reforms following the Cultural Revolution, was known for his dedication to the Maoist line. Hua proclaimed that 'we will resolutely uphold whatever policy decisions Chairman Mao made, and unswervingly follow whatever instructions Chairman Mao gave', a statement that became known as the 'Two Whatevers'.
